The bill (Reg. No. 11369) proposes to adopt the new version of the Law “On Metrology and Metrological Activity” to regulate relations that arise in the course of metrological activity.
The bill presupposes:
delineation of regulatory, supervisory (controlling) and economic functions in the sphere of metrology and administrative and economic administrative services;
complete harmonization of legislative acts with OIML documents and WELMEC acts;
narrowing of the sphere of regulatory control of metrological activity;
wider use of accreditation mechanisms to confirm the competence of subjects of metrological activity;
establishment of the state metrological inspection.
In addition, it is proposed to amend the Code of Administrative Violations of Ukraine and the Law “On the List of Licenses in Economic Activity” re administrative responsibility for violation of terms and rules of verification of measurement equipment and measurement performance and re specification of the titles of licensing documents.
People’s deputies stressed the necessity to adopt the new version of the Law “On Metrology and Metrological Activity”, as some provisions of the current law do not correspond to the European directives, norms and standards in the sphere.
Nevertheless, members of the Committee believe that the document should be refined in the process of its preparation to the second reading with consideration of remarks of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat.
